When you start a 13 cards rummy game session, a lottery system is used to decide the dealer i.e. both the players pick up one card from the shuffled pack of cards and the person who draws the lowest card, deals first.
The dealer offers the opponent to cut the shuffled pack of cards, the opponent takes off some cards from the top and then the dealer starts distributing cards from there. The remaining cards are kept below the cards left after cutting. This way the opponent is sure that the dealer has not done any cheating.
